With over 30 years of administrative and operational experience, Emma Kegan brings a wealth of expertise to her role as Chief Operating Officer at Lloyd James Law. Having spent 12 years with one of Europe’s largest consumer magazine companies, she developed a deep understanding of organisational efficiency, team leadership, and the importance of streamlined processes in fast-paced environments.
Emma was drawn to the legal sector by the opportunity to apply her skills in a professional services environment where robust administration and financial management are fundamental to delivering outstanding client care. At Lloyd James, she is reshaping the firm’s structure following a business change in August 2025 to strengthen its administrative and financial foundations, creating a platform for sustainable growth and innovation. Her background across highly regulated and public-facing industries has also given her significant experience in dealing with regulators and the media—skills that are invaluable in today’s legal landscape.
Her career has spanned a wide range of industries, from trades and pharmaceuticals to working with high-net-worth individuals, giving her a unique ability to adapt, problem-solve, and deliver tailored operational solutions. This versatility underpins her strength in managing the day-to-day running of the firm, ensuring that everything from people and processes to strategy and systems supports the lawyers in delivering exceptional service to clients.
As COO, Emma oversees business operations, staff management, and process improvement, while driving efficiency, innovation, and growth across the firm. She is highly organised, approachable, and solutions-focused, combining professionalism with an understanding and supportive leadership style. Articulate and collaborative, she excels at building strong relationships with colleagues, clients, and stakeholders alike.
Martyn brings over 25 years’ experience in criminal justice, regulatory law, and public law, with a reputation for fearless defence, sharp analysis, and unwavering commitment to clients. Formerly Head of Professional Discipline at a national firm of solicitors, he now practises across criminal defence, regulation, inquests, and public law, combining advocacy with strategic case preparation. He was a founding partner of Lloyd James Law in 2023 and became managing partner in August 2025.
Criminal Defence
A specialist defence practitioner, Martyn represents clients in serious criminal cases, including fatal road traffic matters and complex trials where disclosure and fair trial rights are at stake. He is recognised for his expertise in the Criminal Procedure and Investigations Act 1996, disclosure hearings, and applications to exclude evidence or stay proceedings. With a background in advanced investigative interviewing and ABE guidance, he often exposes flaws in the prosecution case. He also runs a pro-bono clinic for veteran service personnel, reflecting his commitment to access to justice.
Professional Regulation & Discipline
Martyn is widely instructed in disciplinary proceedings across policing, healthcare, education, and transport. He represents professionals before bodies including the NMC, GMC, CQC, DVSA, and Police Tribunals, particularly where cases overlap with criminal or civil law. His cross-regulatory expertise makes him a trusted advocate in tribunals, appeals, and High Court proceedings, including PII applications. He has also advised on high-profile matters, such as the involvement of a UK police force in a Netflix documentary.
Inquests & Inquiries
Martyn frequently appears in the Coroner’s Court, specialising in Article 2 jury inquests and cases involving deaths in custody, bringing deep expertise in human rights and coronial law.
Research & Lecturing
An experienced law lecturer since 2005, Martyn was awarded an International PhD Scholarship in 2023. His doctoral research explores how police officersperceive risk, threat, and harm in imminent risk-to-life situations, with the aim of shaping future training in police operational decision-making.

Outsourcing allows us to provide cost-effective, efficient services while giving you direct access to the very best expertise in each field. Every arrangement is tightly managed
As a barrister-run entity authorised by the Bar Standards Board, we do not hold client money. This means our insurance premiums are significantly lower than those of solicitors – a saving we pass directly on to you.
Our hourly rates range from £400–£500 + VAT, depending on the seniority of counsel handling your matter, the complexity of your case, and the urgency of the work. We are also open to fixed fees. For those supported by our partner charity, we are able to offer reduced fees.
We do not have a contract with the Legal Aid Agency so are unable to offer Legal Aid funding to eligible clients.
We do not do Family Law or Property Law.
